The Accountant General, Central Provinces, informed that under Rule 20(2), read with Note below it, subscribers are not absolutely debarred from obtaining advances from the Fund to render assistance to a relative outside the `family`, in cases of real difficulty and where they are also socially or morally bound to give such assistance; though it is not intended to make it too easy to borrow from the Fund, as advance may be --
