Amendment of Section 28 of Act VI of 1884, so as to provide that the Master and Engineer of an Inland Steam-Vessel must be required to possess a certificate of competency under Sections 23 and 24 of the Act, respectively, independently of, and in addition to, any other certificate that they may possess.
