The Andhra University (Third Amendment) Bill, 1944. Madras were told that there was no good reason for rushing the G.G.`s consideration of th Bill and the Bill and that it could surely have been prepared early enough to allow it to be published before enactment; also that it was doubtfu if the Bill fell within definition on of `essential` m easures of legislation on as given in out letter No. 154/42-G.G.(A), dated-26.9.42.
