Negative orders on arecommendations by the Govt. of the North-Western Provinces and Oudh that the existing rules relating to the franking of letters may be relaxed in favour of the Oresident and Secretary of District and subdivisional Boards and the Secretary of any joint or sub-committee appointed by those Boards.
