Correspondence regarding the grant of a passenger certificate prescribed by the Native Passenger Ships Act,1876, to the Netherlands India Steam Navigtion Company`s Steamer Meanatchy, a Dutch vessel, commanded and manned by Hollanders, and engaged in native passenger traffic between Madras and Singapore; and orders issued to Local Government for local authorities under the Ntive Passenger Ships Act to require masters and officers of foreign vessels coming under that Act to produce certificates of competency granted to them by their own States.
