In reply to Petitions, dated 12th September and 23rd October, appealing against the decision of the Commissioner of Delhi, connected with the procession of the Ruth Festival, informs that His Excellency cannot countenance the revival of an obsolete custom, which is calculated to cause much annyance both to traffic and a breach of the peace.
