In reply to Petition, complaining of the prohibition by the Commissioner of Delhi of the performance or celebration of the Rth festival informs that His Excellency cannot countenance the revival of an obsolete custom which is calcualated to cause much annoyance both to traffic and a breach of the peace.( copy to Punjab Government).
