Resolution in the Council of State by the Hon`ble Mr. Kumarsankaar Ray Chaudhury recommending to the Governor General in Council that with a view to encourage voluntary services for improvement of education and health in centrally administered areas the rules of recruitment for services by the Government of India be altered to give preference to those who have rendered voluntary .Service under Government subject to their satisfying other prescribed tests (not moved) .
