Proposal that Volunteer Officers should have the power conferred by Section 131 of the Criminal Procedure Code to disperse on their own authority, if a Magistrate cannot be communicated with, an unlawful assembly which manifestly endangers the public security, and should be protected under Section 132 for any such act done in good faith.
