Decision by the Secy. of State that the Statutory Rules of 1894 regulating the powers of the Govt. of India and Local Govts. and Administrations t enter into or Sanction contracts involving liabilities on the State, should be left to stand as they are until the Statutory commission to be appointed under Section 84A of the Govt. of India Act. has reported.
