Govt. prohibiting the employment of convicts in outdoor labour. Requests that the proceeding above referred to may be called for and placed in the hands of Dr. Monat who should be instructed to consider them with reference to the sanitary condition of the Jails under his charge and to report this opinion as to whether the increase in the rate of mortality is to any extent attributable to the substitution of indoor for out door labour.
