Transmits copy of a letter from the Government of the North-Western Provinces and Oudh, and of a Special Narrative therein enclosed, reporting the circumstances under which Mr. Saiyid Mahmud, Barrister-at-Law, was appointed to officiate as a puisne Judge of the High Court of Judicature for the North-Western Provinces from the 7th to the 15th August 1886.
