Restriction of the growth of the Indian Medical Service for the purpose of promoting the growth of an independent medical profession in India. Decision that no further increase of the Civil side of the Indian Medical Service can be allowed and that superior civil appointments should, as far as possible be filled in the future by the employment of medical practitioners recruited in India.
