Inquiry as to whether the extraordinary furlough enjoyed by a Bishop under Rule, 6A, Article, 567, Civil Service Regulations, should or should not be treated as ordinary furlough for the purposes of Rule, 5, under that Article and deducted from the furlough earned in order to calculate the furlough due.
