Appeal from Mr. H. D. deM. Carey, I.C.S., against the orders of the Government of Bengal reducing him from the second grade of Magistrates and Collectors to the first grade of Joint Magistrates. Question of permitting him to retain of the amount of privilege leave allowances overdrawn by him as was due to his reduction.
