Question of permitting Mr. R.B. MacEwan, I.C.S. (Madras) to retire on proportionate pension in view of the impending constitutional reforms. Decision that officers who will on the inauguration of the new constitution become eligible to retire on proportionate pension should not be allowed to retire before the change in the constitution actually takes place.
