Reorganization of the superior staff of the Madras Secretariat and consequential changes in the character of the superior posts in the Indian Civil Service cadre of the Madras Presidency. Question of raising the pay of the Chief Secretary to the Government of Madras from Rs. 3,750 to Rs. 4,000 a month and of fixing the pay to be allowed in future to the Secretary to the Governor of the Madras Presidency at Rs. 4,000.
