Question whether the ``Suppression`` of an officer in a case of promotion to a non-selected post i. e. a post promotion to which by seniority subject to the rejection of the unfit, amounts to ``withholding of promotion`` within the meaning of rule 49 (II) of the Classification Rules or rule 3 (II) of the corresponding rules for the Central Subordinate Service.
