Question of the survival of the right of appeal to the Governor- General in Council under Rules 57(5) and 58(2) of the Classification Rules of an officer serving in a Province after the commencement of the Government of India Act, 1935. Question whether under the new Constitution it is possible for the Governor in his personal capacity to be an appellate authority for hearing appeals of members of Provincial Services and other subordinate services the orders of the Provincial Governments in disciplinary cases.
