With refer. to a letter to the 2nd instt., offers observations on the despatch from the Mily. Bd. regarding the cause of dealy in the preparatino of the annual Mily. statemnt for 1844/45 in order that Govt. may prepare conider it expedient to forwards a copy of this letter, with the others, for the information of the Home authority.
