Ramghur division in which he was acting is ivadmisible on the grounds set forth & remaking that the mere fact of a vacaney howeven accuring gives an actg. officer no title whole his appointment inless he permanantly confirmed therein then onl;y from the date of such cofirmation by completent authority .
