Transmit a lr. from the adjt. genl. of the army with the request of the gover. genl. that the memorial of Major Genl. Vincnt, in behlf of himself & the other officers at Barrackpore therewith the received may be submitted to the court directors, with such observations with regard to the apparent hardship of the case, as may be deemed necessary.
