With refec. to a lr. fo the 2nd Septr. states that as the authorities in England have thought proper to permit Women and childre to accompany the troops proceeding to China the subsistance of such Women and children should be provided for in such way as the local authorities amy think best and that if the Women and children receive full rations on shore tehy will not be entitiled to subsistence allowance.
