With reference to a lr. of the 6th Instt. states that it appears that the strenght of the sprits issued to the european soliders at madras has been hither to 25 per cent under Lendon proof and the commissary Genl. of that presidency proposes that the usage be not distrubed but that the practice of the other Presidenceis may be assismilated to is instead of issuing rum to troops at 24 per cent under london.
