The Majority of the fBoard, under the circumtances setforth, are inclined to attribute its early deterioration to natural Causes over which the Executive Commissariat officer had no control, & therefore recommend that the loss sustained by its consdemnation be written off; offer observation with reference to the remarks of their Colleague Lieut. Colonel Mactier as expressed in the 11th Para of this letter;
