In reply to extt. mily Dept. 8th April 1850 forwards a resolution of govt. shewing in what cases soldiers are allowed to send and to receive letters free of postage in regard to letters received from Europe they are allowed to pas free becuse it is not in the power of the Soldier's correspondent to prepay.
