With reference to a letter of the 30th June last submits copy of despatch from the Madra military board explanatory of the grounds upon which he commdt. of artillery judged the monument at Thomas' mountented by the men of the horse artillery to the memory of the Coll I Noble monument which that Government trust will be considered satisfactory.
