Horses in the manner he appears to have done in the instances under notice; observes that, in the Commander in Chief's judgment the owners of these Horses are entitled to Compensation; & solicits that Govt. will decide whom the regulated remunerations is to be made good to the parties,by the state or by Captain Rickards.
