In reply to their ltr. of the 15th inst.- State that in reply to several previos application they have bene referred to curcualr no. 99 dated 19th jan. 1830 whichh does not apply to them and reust it theri presnet canot be complain wit in this dept. at may be submitted by Govt. and the decdsion communicated to them.
