Enclosure to a letter from the Seecy at fort letter geroge no 3008, of 18th july 1848. Transmits a memorial in Triplicate , to the address of the Court of Director, from Lt. Coll commander Stell , C.B of the madras Infantry containing a representation on the subject of the present rules for promotion to the rank of Coll and Lt. Coll Commander and stating that the proposed change in the Rules which he would suggest, is to abolish the rank of Lt. Coll Commandant in the Infantry of the Presidency of madras and Bombay and to place them as regards promotion to rank of Colonel of a Regt. upon the same foooting as the Infantry of the Bengal Preseidency , and as the memorial has refrence to a General .
