With refce to a lr. of the 24th septn last submitt a consise body of rules for the warking of the firth plan of commisst. management and acct. proposed in their Report no. 52 of the 28th of the 28th April last forms of accunts and vauches also accompany state tht after mature delileration they adhere to their suggestion of selectiong the lest traned and most efficient clerks for the duties of the army taking the field and offer observation.
