State that both when the Brigadier claimed his right to assume command of the Artillery Regiment, while at Bareilly, on the 4th March last, and when he appealed against a Retrenchment of what he had improperly drawn on that account, the Commander in Chief's Opinion unfavorable to his claim, was Communicated to him in the Adjt. General Letter of the 25th June & 25th August last.
