In reply to his desptch no. 974 of the 18th june 1851 intiamtign that as it is scarcely two years since a revision of the estt. of the bares pay office was sancined on the priniciple of a graduaed scale of salareis the P. in c. cannot accord his sanctiuon to the present proposition of the depy. pay master for the reason stated within.
