Decision that the Ministry of Home Affairs should normally agree to apptts of Non-Indians if the Ministry of Defence certify that such apptts are necessary on the ground that suitable Indians or a sufficient number of suitble Indians are not available for the posts or grades under the Armed Forces. H.M agreed to his not being troubled with such cases excepting where there were spevial reasons and it was considered that the Ministry of Defence: H.M also emphasised that the concurrence of the F.P.S.C on the question of availablity of suitable Indians should continue.d
