Letter from Mr. A. Ramsay, stating that he was appointed a writer in 1794 and sailed from England in May, 1795, onboard the H.C. Ship Henry, narrating the circumstances which intervened between his departure from England and final arrival in Bengal in January 1796, and soliciting permission to draw allowance from the time his ship was wrecked in August, 1795, on the coast of Madagascar.
