The Mathew Commission has identified 83 villages and two towns in Punjab as Hind-Speaking but has not been able to recommend their transfer to Haryana in Lieu of Chandigarh as they do not fulfil the criterion of contiguity. It is stated in New Delhi that Government is committed to the Punjab accord and is devising steps by which the Hindi-Speaking areas of Punjab can be transferred to Haryana.
