Decision that a person in possession of a certificate of competency as mate or master of an Indian home-trade steamship issued prior to the introduction of two grades of certificates of competency for Indian home trade steam ships should be regarded as an officer duly certificated to serve as mate or master of an Indian home trade steamship exceeding 1,000 tons net register tonnage.
