Payment of a special wear and tear allowance of Rs. 1-8-0 per gross ton per mensem, in addition to the rate of hire payable under the Blue-book system, for vessels built for tidal and coastal services and not possessing seagoing certificates which are employed on Govt. duty off the coast and in the open sea.
