Grant of permission to Maharaja Manindra Chandra Nandi of Kossimbazar to sue His Highness the Maharaja of Cooch Behar in respect of certain lands situated in the Rungpur District in Eastern Bengal and Assam. Decision of the Rungpur Courts that the Bengal Government has no power under section 86 of the Civil Procedure Code to issue certificates in respect of lands and courts not within the jurisdiction of that Government. Question of revising the notifications of 1889 which delegated such authority.
