Prohibition of the entry into India, under section 19 of the Sea Customs Act, 1878, of a revolutionary pamphlet in Urdu and Gurmukhi by Lala Hardyal entitled 'The New Era,' published by the Ghadr Press, San Francisco, United States of America. Proscription under section 12 of the Indian Press act 1910 (1 of 1910) of the above pamphlet in Delhi and the United Provinces. Instructions issued to the Chief Commissioner, Delhi, that on receipt of a copy of a notification under section 19 the Sea Customs Act, 1878, prohibiting the entry into India of seditious publications he will, if he deems such action desirable, recommend to the Government of India, its proscription under section 12 of the Indian Press Act, 1910.
