Delegation to the Commissioner in Sind, of powers under Section 26 (1) of the Indian Post Office act 1898, and Section 5(1) of the Indian Telegraph Act, 1885, to intercept and detain in course of transmission through the post such postal articles and telegrams as he may consider desirable; and authority to proclaim the whole of Sind a proclaimed area under Section 2 (1) of the Prevention of Seditious Meetings Act, 1911, in view of the intensive nature of the Khilafat agitation and of the political and economic unrest prevalent in Sind.
