Amendment of the Bengal rules for regulating the grant of certificates to masters and serangs of inland vessels so to make a provision to the effect that candidates in possession of a second class master certificate with 4 years service as second serang of a steam vessel will be eligible to sit for the examination for a first class master certificate.
