Acceptance of the proposals made by the New Zealand Govt. for adoption of a penny rate of postage on newspapers despatched from New Zealand to India, and decision that the priniciple of the equality of postal rates between countries which are parties to the Postal Union need not be applied in this case, so as to afford encouragement to the eventual introduction of a cheap Imperial newspaper rate.
