Scheme for improving the administration of the Hyderabad Residency Bazars, proposed reorganization of the present system of Subordinate Courts (both Criminal and Civil) and Police in the three areas of Secunderabad, the railway lands in Hyderabad, and the Residency Bazars. Addition of an Assistant Commissioner of the 3rd class to the cadre of the Berar Commission for charge of the Residency Bazars. Application of the Police Act (V of 1861) to the above three areas. Proposal to form the three areas in question into one province with Berar, for judicial purposes, with the Resident as Local Government and the Judicial Commissioner of Berar as High Court.
