Question of the Interpretation of term Return Emigrants in Rule 52 of the Indian Emigration Rules, 1923. Decision that all sick return Emigrants who emigrated under the terms of the Indian Emigration Act VII, 1922, are entitled to free medical treatment at the Camp Hospital at Mandapam provided by the Ceylon Emigration Commissioner.
