Minute of the Governor-General, urging that Government should endeavour to reduce the expenses of living in , particularly with regard to the wages of the native domestic servants, submitting a plan drawn up by Mr. T. Motte, Superintendent of Police, for establishing a better Police system and for registering the native servants and coolies, proposing that Mr. Edward Maxwell may be appointed as joint Superintendent of Police and that the plan may be communicated to the Judges of the Supreme Court for their approval.
