Forwards copy of a docket from Military Department, dated 25th ultimo, No. 506, and requests, with reference to the complaint therein made of the non-observance of Conservancy Rules by the Civil residents in Military Cantonments, that he will frame such Rules under Regulation XXII of 1864 as he may consider best adapted to secure the object in view, if this has not been done already
