Ministerial Establishment-Replacement of unqualifiable by qualified personnel. Decision that persons who are unqualifiable on grounds of educational qualifications and do not belong to excepted categories should be replaced or reverted in the first instance and persons who are unqualifiable merely on ground of age should be considered along with qualifiables and reverted only when altera turn comes in order of juniority or in any other order that may be prescribed
