Argument by Health Ministry that they will not Accept Nominations of Non-Graduates as Assistants against Posts which are Temporarily held by Unqualifiables. Replied that Non-Graduates who are considered suitable in view of their past Experience etc. by a Special Board in Accordance with the Instruction of H.M(Home) are Nominated as Assistants and to refuse them to Accept Generally would be Contrary to ther Principle of Relaxation which has been extended to them with the approval of the H.M
