Western Railway: Point whether staff benefit committees are liable for any loss of materials supplied to Handicrafts Centres. Instructions issued to Rly. Administrations that as cloth, sewing machines etc. cannot be issued against theft and because it implies leakage of materials, there is no alternative to accepting the Insurance covers offered against such losses by the LIC
